What is the purpose of PCMS?
The PUV Compliance Monitoring System (PCMS) bridges IT solutions to the Land Transport sector of the Philippines by providing streamlined and centralized recording, management, and verification of PUV personnel compliance. This will include but not be limited to services such as collection of drug test results by LTFRB-partnered clinics. This aims to enhance efficiency, ensure data accuracy, and facilitate compliance with regulatory requirements.
What is the main difference between Clinic Portals and Government Portals?
Clinic Portals are for our partners who will support the effort of recording data and medical results of PUV personnel from various compliance efforts of LTFRB.
Government Portals provide access to memoranda on legal actions, monitor the volume of tested personnel across various areas in the Philippines, and assist in regulating compliance within the transport sector.
How do I become a LTFRB partner clinic?
You will need to provide the following:
  1. Clinic details
  2. Contact information
  3. Use your official clinic email for the specific branch of your clinic
  4. DOH Accreditation
  5. Business Permit

Do I need to be DOH Accredited to be an LTFRB partnered clinic?
Yes. The main website for DOH (Department of Health) accreditation applications in the Philippines is the Online Licensing and Regulatory System (OLRS).

How can I check the status of my clinic enrollment?
PCMS will show the status of your clinic enrollment. For enrollment taking longer than 8-12 working days, please contact [protected email]
How long does it take before my clinic enrollment is approved?
The LTFRB handles approvals nationwide. Please allow 8-12 working days for your application to be verified.
I forgot my password. How can I reset it?
On the login page, click "Forgot Password." Enter your registered email address, and an OTP verification to your registered email will be sent to you. Upon successful confirmation of OTP, you will be allowed to change password.
How do government offices get access to the portal?
Authorized government agencies and specific personnel will be provided with pre-registered accounts or a designated registration process. Please contact your internal department for our support team to add access.
How is my data secured on this portal?
We employ robust security measures including end-to-end encryption, secure server infrastructure, multi-factor authentication, and strict access controls. Who has access to the drug test records?
Access is strictly controlled. Only registered and verified clinics can upload records for their administered tests. Authorized personnel from relevant government offices have access to view and manage records relevant to their jurisdiction. Individual public utility personnel will have limited access to their own records in the future.
What are the system requirements for using this portal?
The portal is web-based and compatible with most modern browsers (e.g., Chrome, Firefox, Edge, Safari). Ensure your browser is updated to the latest version for optimal performance. A stable internet connection is required.
